A complete, beginner-friendly walkthrough of becoming an approved WhatsApp Business sender — create a Meta Business Portfolio, pass business verification, set up a WhatsApp Business Account, register your phone number with a two-step PIN, and scale your messaging limits without getting rejected.
Before you can send a single production WhatsApp message, Meta needs to know who you are, that your business is real, and that the phone number you send from belongs to you. That approval happens entirely inside Meta’s tools — not WRNexus — and it is the same process for every WhatsApp Business provider.
This guide is written for a non-technical reader. Work through it top to bottom and you will finish with a verified business, an approved WhatsApp Business Account (WABA), and a registered sender number secured with a two-step PIN — everything Meta requires before WRNexus can put your messages on the wire. Each step explains exactly what to enter and the mistakes that most often cause a rejection or a multi-day delay.
Why this matters. Meta rejects or holds applications for small, avoidable reasons — a phone number that’s still active on a personal WhatsApp app, a business name that breaks the display-name policy, or documents that don’t match your legal entity. Getting each step right once is the difference between sending this week and going back and forth with Meta support for a month. We call out every common trap below.

1. Prerequisites checklist — gather these BEFORE you start
Meta’s onboarding flow stops dead the moment one of these is missing, and some mistakes (like a phone number already tied to a personal WhatsApp account) force you to start over. Confirm every item below before you log in to anything.

The number trap — read this twice. The phone number you want to send from must not already be registered on a personal WhatsApp or WhatsApp Business app. If it is, you must first delete that WhatsApp account from the app (Settings → Account → Delete my account) and wait a short period before using the number here. A number can be connected to only one WhatsApp Business Account at a time. Many businesses use a fresh, dedicated number (a new SIM or a landline/VoIP number that can receive a voice OTP) to avoid this entirely. You cannot keep chatting on a personal WhatsApp with the same number you onboard for the API.
Before moving on, confirm:
- You can log in to a Meta Business Portfolio as a full admin.
- Your sender number is dedicated and not active on any WhatsApp app.
- That number can receive an SMS or voice OTP right now.
- Your legal business name, website, and official email all match.
- Your registration documents are clear, complete, and in date.
2. Set up Meta Business Manager & a Business Portfolio
Everything WhatsApp lives inside Meta’s Business Manager (now called the Meta Business Suite / Business Portfolio). If you already manage Facebook or Instagram ads for your business, you likely have one already.
What to do:
- Go to business.facebook.com and sign in with your personal Facebook account (this account becomes the first admin).
- If you don’t have a portfolio yet, click Create a Business Portfolio /
Create account and enter:
- Your business name (use the legal name — it should match your documents).
- Your name and business email (use the official company email).
- Open Business Settings (the gear icon) and confirm your business details — legal name, address, and website — are filled in and accurate. Meta uses these for verification later, so get them right now.
- Under Users → People, make sure the people who need access are added with the correct roles. You need at least one full admin.
One portfolio, not many. Create a single Business Portfolio for your business and do all your WhatsApp work inside it. Spreading details across duplicate portfolios is a common cause of verification confusion and rejected applications.

3. Business Verification — prove your business is real
Business Verification is Meta confirming that your business is a real, legal entity and that you’re authorised to act for it. It’s the single most important gate in this whole process.
Why verification matters
Until you’re verified, your account is heavily restricted. Once verified, Meta:
- Raises your phone-number limit from 2 to 20 numbers per WABA.
- Unlocks your verified display name so customers see your business name.
- Allows you to scale messaging limits beyond the starter tier (see section 7).
In short: you cannot run a serious WhatsApp sending operation without being verified. Do this early.
Documents Meta requires
Meta asks for documents that prove two things — that your business exists and where it’s located. Exact requirements vary by country, but you’ll generally need:

Make everything match. The business name on your documents, your website, your Business Portfolio, and your official email should all be the same legal name. Mismatches are the most common reason verification is rejected.
Step-by-step submission
- In Business Settings, open Business Info (sometimes Security Centre) and find Business Verification.
- Click Start verification and enter your business details: legal name, address, phone number, and website.
- Upload the documents above. Use clear, full, in-date colour scans or PDFs.
- Choose how Meta should verify your contact (an email/phone code or by matching your public website).
- Submit and wait. Meta reviews and emails you the result — see the timeline below.

4. Create a WhatsApp Business Account (WABA)
A WhatsApp Business Account (WABA) is the container inside your Business Portfolio that holds your phone numbers, message templates, and display name. It is not the WhatsApp app on your phone — it’s the API-level account.
What to do:
- In Business Settings, open WhatsApp Accounts (under Accounts) and click Add → Create a WhatsApp Account, or start the WhatsApp Business Platform setup from the Meta for Developers / WhatsApp Manager flow.
- When prompted, review and accept the Meta platform agreements:
- The WhatsApp Business Messaging Policy and Commerce Policy.
- The Meta Platform Terms and Developer Policies.
- Give the WABA a clear internal name so you can find it later.
Read the policies, don’t just click. Your messaging — opt-in handling, what you send, and how you handle support — must follow the WhatsApp Business Messaging Policy. Violations hurt your quality rating and can get the number restricted. A quick read now prevents account limits later.

5. Add & register your phone number (+ the two-step PIN)
Now you attach the dedicated number from section 1 to your WABA and prove you control it.
What to do:
- In WhatsApp Manager (or Business Settings → WhatsApp Accounts), open your WABA and click Add phone number.
- Enter the number’s display name (the customer-facing business name — see section 6) and category.
- Choose how to receive the verification code — SMS or Voice call — and enter the OTP Meta sends to that number. This is why the number had to be able to receive an OTP and not be tied up in a personal WhatsApp app.
- Set a two-step verification PIN — a 6-digit PIN you choose. This is mandatory.
What the two-step PIN is for. The 6-digit PIN is a security lock on the number itself. Meta requires it to re-register or change the number, to delete it, or to move it between accounts. Store it somewhere safe (a password manager) — if you lose it you’ll have to wait out a Meta-enforced cool-down before you can change or remove the number. WRNexus also needs this PIN when registering the number for Cloud API sending.
- Once the OTP and PIN are accepted, the number shows as Connected / Registered in WhatsApp Manager. You’re ready to send.
Number caps. Before business verification you can add up to 2 numbers per WABA. After verification that rises to 20. Plan your number layout (e.g. separate numbers for support vs. notifications) accordingly.

6. Display name rules — avoiding rejection
Your display name is the business name customers see at the top of the chat. Meta reviews every display name against its display-name guidelines, and a non-compliant name is one of the most common rejections.
Rules that keep you approved:
- The name must accurately reflect your business and relate to the brand a customer would recognise (ideally matching your verified business name or website).
- No generic words alone — a name like “Sale”, “Info”, “Support”, or “Customer Care” on its own is rejected. Pair it with your brand (e.g. “Acme Support”).
- No prohibited content — no profanity, no misleading claims, no third-party brand you don’t own, and no contact details (phone numbers/URLs) inside the name.
- Formatting — follow Meta’s capitalisation and punctuation rules: don’t use ALL-CAPS (unless it’s your actual brand/acronym), and avoid emoji, trademark/registered symbols, and unnecessary punctuation.
Display name vs. green tick. Passing the display-name review lets you send with your business name shown — it does not automatically give you the green verified badge. The green tick is a separate, Meta-granted recognition based on your brand’s notability; see section 7. Get the name compliant first; the badge can come later.

7. Messaging limits & quality rating
Meta doesn’t let a brand-new number message the whole world on day one. You earn the right to send more by sending good, wanted messages. Two things control your reach: your messaging limit tier and your quality rating.
The messaging limit tiers
Messaging limits cap how many unique customers you can start a conversation with in a rolling 24-hour period:

You scale up automatically when you (a) have completed business verification, (b) keep a good quality rating, and (c) actively send within your current limit. Meta bumps you to the next tier once you approach your current cap with healthy quality — there’s no form to fill in, you simply grow into it.
Quality rating (the green/yellow/red signal)
Each number carries a quality rating shown in WhatsApp Manager:
- Green = High — healthy, send freely.
- Yellow = Medium — warning; recent feedback is trending negative.
- Red = Low — at risk; if it stays low your messaging limit can be lowered and the number can be flagged.
Quality is driven mostly by how recipients react — blocks and “report” taps drag it down; engagement and replies keep it up. The fix is always the same: message only people who opted in, send relevant content, and respect frequency.
The green tick (verified badge)
The green verified badge next to your name is Official Business Account status. It’s granted by Meta based on your brand’s notability and is requested separately once your business is verified and established. It’s a nice-to-have for trust — not a requirement to send.

8. Common rejection reasons & how to avoid them

Plan for roughly a few days to two weeks end-to-end, dominated almost entirely by business verification. Clean, matching documents up front are the single biggest factor in a fast, rejection-free approval — every resubmission after a rejection adds another full review cycle.
9. Connect to WRNexus & start sending
Once Meta shows your business verified, your WABA created, and your number registered with its two-step PIN, you’re ready to bring it to WRNexus:
- Sign in to the WRNexus dashboard and open the WhatsApp app at whatsapp.wrnexus.com.
- Follow the WhatsApp setup / onboarding flow to connect your WABA and register your number for Cloud API sending — you’ll provide the two-step PIN you set in section 5 so WRNexus can register the number on your behalf.
- Create and submit your message templates for approval (template messages are how you start conversations with customers).
- Once your number shows Connected and you have at least one approved template, you can send.
When you send through the WhatsApp API, each message references your registered number and an approved template; WRNexus submits Meta-compliant traffic to the WhatsApp Cloud API and streams delivery and read receipts back to your webhooks.
